Re: SC 1.4.10 Reflow

Hi Bruce,

I made a couple comments to the doc, namely that word wrapping is a function of CSS, and that the author’s main responsibilities are:

1) Not restricting zoom.
2) Setting max-width:100vw on text containers, so they don’t exceed the viewport width.

This is one of those SCs that’s really more about the technology, than what the author can do, other than the author not restricting.

I also made some comments on some statements I thought were not clear.
