<Wayne> I get that there is a logical issue with it not technically having
to work between the authored value and the test value. However, the idea
was that those values are a baseline we want to encourage authors to
surpass, not a ceiling to build to. If we made a normative change I'd
rather adjust the text to cover the change, e.g. no loss of content or
functionality occurs by increasing the values of the following settings
