1.4.11 definition of state. Seems fine.

need to address the contrast of states in the understanding for 1.4.11

laura: after jim internationalization piece added need LVTF review. Most
implementation follow up deal with blocks of text - david mcdonald was
going to head that up. but no examples yet
... had editors note about text outside block of text. but note gone now.

to meet this SC. The SC's scope may be narrowed based upon implementation
