Hi Wayne,

I made a little formatting edit to the SC so it looks a little more like current WCAG SCs, I hope that's ok.

I'm not sure I understand the second exception ("form controls and active content"), I'm not sure when a user agent would prevent reflowing form controls, perhaps there is a specific case you have in mind?

Was there are reason you moved away from the exception used in Resize content?

"If the spatial layout of some the content is essential to that contents use, that part of the content is exempt."

That seems to cover both exceptions more generically?

Perhaps you wanted a more specific data-table one? In which case, I'd add the concept about keeping the individual cells within the width of the view:
- Data tables may retain their multi-column format, but each cell should fit within the view.
