[1] Publish Datasets in Publicly Accessible Mode -- i.e., not in
Protected Access Mode that requires authenticated access

[2] Publish data using an Open Data format -- that ensures
transformation to Linked Data is simplified

These simple steps ensure that we minimize inertia during a critical
time where speed is off the essence.
