EU Copyright Consultation

Dear all,

With apologies for cross-posting, I think the European Commission
consultation below on the future of copyright law in the EU may be of
interest to many of you due to its deep structure and international
scope.

Ann Rossiter's email below was addressed to people working in
libraries and archives, but the consultation is relevant to citizens
generally and netizens especially. Anyone can make a submission: the
consultation's "target group" is not explicitly limited to EU
citizens.

Dear all

The European Commission has issued a Copyright Consultation on the
revision of current EU legislation. This Consultation covers a broad
range of issues which are central to the work of academic libraries.
SCONUL and a number of library organisations are responding to the
consultation. If you would like to contribute to the SCONUL response
please send your comments to B.Shipman@leeds.ac.uk by Friday 31st
January.

We also recommend that individual libraries provide their own response
to help raise the concerns of the sector. This is an opportunity to
influence changes that would make digital publications and data easier
to use for research and innovation. If the library community does not
respond strongly, there is a risk that publisher pressure could result
in even less exceptions than there are now.

The 'response wizard' (link below) will automatically select questions
of most relevance, provide guidance for answering the questions, and
submit responses direct to the Commission.

Key questions of interest to library directors include:

*         Should a hyperlink leading to a work be subject to the
authorisation of the rightholder?

*         Have you experienced problems when trying to use an exception
to preserve and archive works?

*         Have you experienced problems when trying to negotiate
agreements with rights holders that enable you to provide remote access
to your collections?

*         Have you experienced obstacles, linked to copyright, when
trying to use text or data mining methods?

*         Should the EU pursue the establishment of a single EU
Copyright Title, as a means of establishing a consistent framework for
rights and exceptions to copyright?
