Proposal for W3C WG to survey Linked Data adoption and supporting technologies

Would it be a good or bad idea to create a W3C WG to do a global survey of criteria and preconditions for adoption of Linked Data and related technologies (including standards), which also addresses the current state and availability of exactly those supporting technologies?

It could be very useful in the context of the UN Global Pulse Big Data initiative (www.unglobalpulse.org), and all discussions and ongoing global programs to promote open access to open repositories, open science etc.

And because the new framework program for research for the Europea Union, called Horizon 2020 is very keen on open science it will obviously have avenues to build directly on the findings of such a work group, a.o. in terms of research projects.
