I am also looking for a broad all-encompassing classification of domains for
a new project. A number of years ago I was the program manager for an effort
that used a general ontology approach called the Elements of National Power.
It consisted of top-level classes of Political, Economic, Infrastructure,
Social, Military and Information. I have attached a VisioOwl representation
of these and I also have the .owl files if interested. This might be a
starting point for something along the lines you mentioned. I haven't yet
decided whether to try to build upon this or try to find some better
starting point for my new project.
