Yep.  Callimachus 1.0 [1] now ships with a PURL service.  It supports all types of PURLs including the new "Active" PURLs, but does not yet support Partial PURLs.  We hope to do that in the next release or two.

PURLs are just another bit of network-hosted metadata, so it has always made sense to me to implement them using RDF and to integrate them into the LOD world.  We'll see if others think so too :)
