Now, on the more serious side, you make some valid points.
I believe others can provide better answers than me, but the best way
I would answer is to skip this problem as I consider it a non-feature
of the SW.

It is important to remember the Open World Assumption under which we
are operating as demarked by the "Open" part of Linking Open Data.
This is where we depart from SQL, where we ( usually ) operate over
finite datasets and expect a corresponding behaviour.

I imagine that whoever provides an agent that acts as intermediary to
the SW will have to define the rules of the game WRT to scale, just
like Google draws a line at some point.

Try to Google "everything".
You just get one page back. Who makes the cut?

The web is always bigger than any agent.
Consumers must be aware of what they are consuming, and the
limitations of their agents.

I think SPARQL should remain an open, raw protocol over which data
interchange occurs at varying levels of control (including no
control). We simply shouldn't expect it to be as deterministic as SQL
unless we control the universe we are operating in.
