RE: ISA Core Location Vocabulary

Still catching up on the various threads here:

The current authority for CRS definitions would be ISO 19111:2007 'Spatial Referencing by Coordinates' which provides a UML model for the description of CRS, essentially as used in the EPSG registry. 
It looks like much of your vocabulary uses similar terminology, though I don't see any specific provenance statement. 

The ISO ontologies you (Ghislain) found on the CSIRO site includes a skeleton with just the class hierarchy - 
http://def.seegrid.csiro.au/isotc211/iso19111/2007/crs [1] but almost none of the properties, yet. 
ISO/TC 211 will complete these in due course. 
Please note that the ISO ontologies are/will be very literal translations of the UML models, so may miss a few tricks that would be used starting with OWL, but do nevertheless embody a great deal of analysis and 'tradition'. 

Some harmonization would probably be desirable.

+1. This is definitively a way to go and with the colleagues at
IGN-France, we are finishing two vocabularies that basically reuse NeoGeo, GeoSPARQL to re-define the existing semantics of POINT by taking into account what you just pointed out..

1- A vocab for CRS: http://goo.gl/UchRcy, that will be tied to the publication of at least the list of CRS maintained at IGN.
2- A yet another vocab for geometry, where we allow to have different CRS for a geometry. See http://goo.gl/nsJfei.

You can play with this application, "Perfect School"[1] where from the initial dataset in LAMBERT93, we provide for each resource two different encoded values for the geometries.

For example, we have queries like this
