Intent to close ISSUE-203

I've added [1] a statement to the API spec saying that malformed IRIs or
language tags MUST NOT be corrected but validation warning may be issued. I
also updated the algorithms accordingly.

I will therefore proceed and close ISSUE-203 [2] in 24 hours unless I hear
objections.
