Intent to close ISSUE-184

I added a conformance section [1] to the API spec defining two products: a
JSON-LD Implementation and JSON-LD Processor. The only difference is that a
JSON-LD Implementation doesn't have to expose the API defined in the spec
whereas the JSON-LD Processor has to.

This resolves ISSUE-184. Therefore, unless I hear objections, I will proceed
and close the issue in 24 hours.
