I've always had a problem keeping sub-modules synched. If we want to be able to host an online test suite, similar to what we do for RDFa, having the website, suite and test definitions all in the same repo will simplify automatic update. If there's a good solution to having the sub-repo automatically update, then it's probably not a problem, and this might just be my (in)-experience with Git.
