Weak ETags and If-Match issue

Are one of you able to summarize, in writing, the Weak ETags and If-Match issue or help me locate the original thread that brought it up?

Sorry – I can’t seem to find it. It would be helpful to me to have a summary (as clear as possible) prior to the meeting.
