LD Patch CR exit criteria

Hi,

In the Transition Requested I had said that the exit criteria for CR was 
to have two implementations. I was told that this wasn't specific enough. 
Now that we've added a conformance section I think we can set the exit 
criteria to two conforming LP Patch servers.

I feel that anything less than that wouldn't be worth considering.
