LDP editor's draft changes

Updates in response to "the Joe Ross comments" are now live in the 
editor's draft at [1]

The changes were mostly in 
- clarifying PUT failures on LDPRs
- LDPC OPTIONS
- clarifying that "must turtle" does not override conneg

It was all hits to the sections cited in those comments, which (for the 
process fanatics) can be found via [2].
