Re: Conditional delete in LDP

[revised thinking] It seems perfectly reasonable to re-use the 
"state-changing operations" term(s) of art from 7232, with an appropriate 
citation.

I'm long overdue for a full re-read of "that which until recently was 
called bis" (sorry Alexandre); (depending upon the state of that text when 
last I did read it through) either I forgot about that term or it wasn't 
in the draft at the time.  Recently I've used them mostly as reference 
checks to compare against 2616 and see where words have changed/not and 
suss out the implications.
