Arnaud: we have a proposal, above, for Monday agenda.

As I said above, I'm agnostic on it. 
If we do add this, then (speaking as an editor) I would probably add the 
"successful" qualification to the existing clauses requiring links in 
response to GET aka 6.2.10-15 at the same time.
