LDP editor's draft done with mass section movement/renumbering

If you happen to look at the latest editor's draft [1] you'll notice a
major change in the section numbering.  The editor's have been holding off
on this until we were ready as things were settling a bit.  I'm still
fixing up some of the references but let me know if I missed anything.
 Sorry test suite owners, but the new anchors should be quite fixed now.

Note don't be alarmed by the ToC, I have a fix pending for respec that will
reduce it to what it should be (only 2 levels deep).
