The W3C Permissions and Expressions Working Group has recently started its activities, continuing the ODRL Community Group job.
As they are now collecting use cases and requirements, I dare to propose those we gathered in our web <https://www.w3.org/community/ld4lt/wiki/Metashare_vocabulary_for_licenses> .
