Requesting registration of +ld+json structured suffix

W3C has at least 2 documents that assumed this would be acceptable, and it
is currently not:

- https://www.w3.org/TR/did-core/#application-did-ld-json
- https://w3c.github.io/vc-data-model/#vc-ld-media-type

If we cannot register the +ld+json structured suffix, these documents will
need to be updated,
and multiple structured suffixes for JSON-LD related media types will not
be possible.
