Citing JSON-Schema in a W3C REC

Hi all,

we discussed, during today's meeting, if and how it was possible for a 
W3C REC to normatively cite JSON-Schema.

The Verifiable Credentials WG has done that in 
https://www.w3.org/TR/vc-json-schema/ .

In particular, a dedicated section addresses the problem of stability:
