Moving JSON-LD Best Practices to JSON-LD WG

In recent calls, the JSON-LD Community Group participants have expressed interest in publishing the JSON-LD Best Practices document: https://w3c.github.io/json-ld-bp/

There's an open issue for this—with some older discussion—at https://github.com/w3c/json-ld-bp/issues/43

We'll be discussing this further on a future formal WG call. However, we could also benefit from W3C staff assistance in the publishing/formalizing process.
