Topic: Use pragmas for the prolog?

Requirements document:

At the previous meetings, we had consensus for items 1-18. The remaining items
are:

19. A pragma’s attachment to a specific syntactic construct must be unambiguous
    to software for parsing iXML grammars.

20. The relationship between a pragma and the construct it attaches to should be
    clear and unambiguous to human readers, in both iXML and XML notation.

Normal date and time for ixml meetings is every other Tuesday at 3 pm British
Summer Time, 4 pm Central European Summer Time (14:00 UTC during summer time,
15:00 UTC during winter time).

On the usual schedule, the next meeting would be Tuesday, 27 May, at 14:00 UTC
for one hour.
