We could, but that slope looks awfully slippery to me. Take a look at the breadth of the XQuery and XSLT Serialization specification for a sense of how much one could specify. If the goal is interoperability and comparability, we might be better off suggesting that implementations should provide a way to produce a canonical XML serialization (in the sense of the Canonical XML specification).
