Control characters in serialisation

Following on from Norm's mail about Encoding NL, Line separator etc (which 
readers of this mailing list may not have seen since it is a Git issue).

What do we expect from this ixml?


 data: @attr.
 attr: +#a.

And in general from any control characters in attributes.
And what if anything should we say in the spec?
