Re: ACTION 2023-06-27: Steven to draft a tech spec. about the renaming proposal

Hello,

As Steven’s draft is based off the 1.0 spec and not the current working
draft, it’s rather difficult to see the diffs against the current
working draft. It’s also not a PR, so we don’t get any build automation.

I’ve attempted to fix that by applying Steven’s changes to the current
working draft as a PR:
