First attempt at a community report

Hello,

Per my action 2023-04-11-a, please see the version staged at

I couldn’t find any plausible instructions for how to do this except
with ReSpec (rolls eyes so hard he gets a headache), so I hacked
together a respec version.

This is literally the 1.0 spec prose run through a transformation.
