ACTION 2022-12-13-b: Steven to propose a route forward on Issue #139 (URI/IRI grammar).

To summarise, my initial comment was:

Although this is straight out of the RFC, it is not good enough for proper
use.
HEXDIG should include "a"-"f"
ipchar, iunreserved and ucschar should have a "-" before the rule.
The grammar is ambiguous, but that needs work to investigate.

But we should recognise that the purpose of RFC 3987 is to define the
syntax of a correct IRI; our purpose on the other hand is to reveal the
structure.

So my proposal: we create two versions, one which is the plain RFC version
mostly untouched, and the other a version that is unambiguous, and delivers
a more useful structure. I am happy to do that and am working on it, but
not yet complete.
