 The text currently says:

 Unwise characters "\" (U+005C), "^" (U+005E), "`"
 (U+0060), "{" (U+007B), "|" (U+007C), and "}" (U+007D): These
 characters originally have been excluded from URIs because the
 respective codepoints are assigned to different graphic characters in
 some 7-bit or 8-bit encoding.

 The intent of the text was to point out the original reason for these
 character's exclusion, not to say anything about whether they are excluded
 or not. But the above sentence may be read differently as pointed out by
 Frank. What about changing it to:

 "These
 characters are excluded from URIs because originally the
 respective codepoints were assigned to different graphic characters in
 some 7-bit or 8-bit encoding."
