Is that as it should be? * IIRC your '"' notation won't pass in ABNF validators, I've used hex. You could also import DQUOTE, SP, and CTL from STD 68; but CTL does not include %80-9F. * In section 6 you apparently forgot u+FFFE and u+FFFF. Maybe a new term <other-non-char> or similar defined in section 5.1 would also help at the end of section 6. * In section 6 please replace one string of weasel words: "These characters originally have been excluded from URIs". These characters still are excluded from URIs, i.e., STD 66 does not list them anywhere as permitted. * s/Disallowed or Not Recommended/Disallowed/ please, or is 3987bis intended for "proposed standard" instead of "standard"? -Frank
