RE: [iri] #93: Private-use chars are allowed?

I don't have a problem with the name change. However, the various paragraphs aren't always specific about whether the characters are not allowed or just not recommended. The private use paragraph is a good example of this.

      Private use code points (U+E000-F8FF, U+F0000-FFFFD, U+100000-
      10FFFD): Display and interpretation of these code points is by
      definition undefined without private agreement.  Therefore, these
      code points are not suited for use on the Internet.  They are not
      interoperable and may have unpredictable effects.

The section name seemed to imply that all were forbidden previously.
