The BOM won't appear in address bars unless someone purposely inserts it. IRIs don't appear at the start of any common file types that I'm aware of, so BOM won't naturally occur like this at the start of an IRI unless someone has put it there. However, if somebody did put it at the beginning of the IRI?.. I think a way to act on such hypothetical possibility should be provided.
