Dropped the clause in the registration template.
It is likely that if we adopt more drastic "happy iana" rules and allow
anyone to propose a change to a provisional registration only requiring
expert review, then the entire "change controller" field might go away.
But that isn't on the table here, so this issue can be closed.
(Chris Weber will submit a new ticket based on IETF 82 discussion around
whether there is a separate "submitter", "owner" columns, but allow anyone
to change a registration based on expert review...)
