New page on IRI testing

I just put up a page on testing IRIs, at
http://www.w3.org/International/iri-edit/testing.

Currently, it contains the list of test axes from Charmod
Resource Identifier CR at
http://www.w3.org/TR/2004/CR-charmod-resid-20041122/,
as well as pointers to already existing tests and related
material.
