This was part of Russ Housley's IESG comment (see
https://datatracker.ietf.org/public/pidtracker.cgi?command=print_ballot&ballot_id=737&filename=draft-duerst-iri),
but I made it a separate issues because it's unrelated to the rest of the
comment.

I have made this issue reduce-intro-47, at
http://www.w3.org/International/iri-edit#reduce-intro-47.
I have removed the paragraph as requested, as well as the
two references that it contained. I'm tentatively closing
this issue.
