I just submitted draft-duerst-iri-09.txt, incorporating the removal
of the length restriction for ireg-name and the additional paragraphs
explaining the need (or mostly non-need) for updating of URI schemes.
The new draft should appear in the usual locations in a few days,
in the meantime, you can find a copy at
http://www.w3.org/International/iri-edit/draft-duerst-iri-09.txt.
