Applying TCP congestion control algorithms to chunked payments

Are there any TCP experts in this group, or anyone that knows TCP experts?
If so, I'd love to talk to someone who understands congestion control
algorithms like TCP CUBIC about whether it makes sense to use that
algorithm for chunked payments. You can take a look at the Github issue
