Big ongoing Interledger discussions

There are some big discussions in the works. If you're interested in
participating or following along we'd love to hear from you!

   - Should the ILP packet have an amount field in it and should connectors
   try to deliver the exact destination amount? Or should the amount go into
   encrypted Transport Layer data and should the connectors forward payments
   according to their own local rates? issues/312
