ILP-Kit on Google Cloud Platform

Hi All,

To commemorate Google's GCPNext conference
<https://cloudnext.withgoogle.com/> this week, I've created a project that
details how to instal ILP-Kit into a VM in Google Cloud.  It's comparable
to the DigitalOcean solution on the main ILP-Kit page, but should run you
around $14 per month instead of $20.

Also, Google announced a hosted version of Postgres that should go live
next week, so the install should get even simpler once that's generally
available.
