Proposal to elect Dimitri De Jonghe as Co-Chair of the Interledger CG

Hi all,

I have spoken with Dimitri and asked him if he'd be prepared to assist as a
co-chair of the CG and he has agreed.

As one of the most prolific contributors and regular participants in the
community calls and on the list I thought he'd be an ideal candidate.

On that basis, this a proposal to make Dimitri a co-chair of the CG.
