User Contexts: requirements and a call for use cases

As mentioned at the meeting, a draft of the requirements for User Contexts has
been posted on the W3C wiki:
http://www.w3.org/WAI/IndieUI/wiki/User_Context/Requirements

Please note that we are still in the requirement gathering phase, in which all
proposals are to be included in the document. A prioritization and removal
phase will follow in due course.

As noted in the draft, we need use cases to accompany these requirements.
