Re: IndieUI Events publish request for 10 Jan 2013 (Was: IndieUI Events almost ready for FPWD; group members, please review.)

As far as publication steps go:

    * We are only allowed to publish on Tuesdays and Thursdays.
    * We have to send a formal publication request one day before
      publication.
    * Before we send the publication request, we have to get approval of
      a "transition request", which has to be sent with enough lead time
      to obtain the approval before we need to send the publication
      request, i.e., at least another day in advance.
    * We have to have a record of approval from the group to publish the
      document as a First Public Working Draft, in order to send the
      transition request.

Working these timings around group review cycle, I think we should aim
to get substantive input from the group by email as soon as possible,
with the goal of arriving at an editors' draft ready for approval at the
9 January 2013 teleconference. That is, however, too short of a lead
time to accomplish all the publication steps in time for 10 January, so
the next available date is Tuesday, 15 January 2013.

I therefore propose we set 15 January 2013 as the target publication
date. This schedule requires that substantive review on the editors'
draft arrive as soon as possible, so that there would not be any
outstanding substantive issues that would prevent the group at the 9
January teleconference from agreeing to publish.
