Use cases consolidation complete ACTION-42

I've completed my action to consolidate the use cases and requirements,
and extract the requirements from the use cases. I am therefore closing
ACTION-42. This is available at:

I think there is much further work to be done. Most of the requirements,
once consolidated into one location, were the same. There are very few
distinct requirements listed, and I'm fairly sure we have a lot more
requirements we will want to document. A next step would be to review
the use cases for additional requirements. Also if people think of
requirements that are not supported by the current set of use cases we
may want to add use cases as well.
