Code of Conduct Update

Hi Everyone,

The W3C recently got a new Code of Conduct, called the Code of Ethics and
Professional Conduct, it can be found here:

It's very similar to the existing code of conduct for the Immersive Web
Groups, so we will migrate to using the standard W3C one instead.

If you own a repository please could you update it to remove any old code
of conduct files and update any references to point at the new CEPC.
