New feature repo for computer vision

Hello, immersive web folks!

After a number of conversations in Issues, at face-to-face meetings, and on
calls we've reached the point in discussing computer vision for XR that
it's time to have a separate repo in which to work on explainers and
eventually specification text.

Here is the new repo: https://github.com/immersive-web/computer-vision

The main CV Issue in the proposals repo is closed and will remain where it
is. New discussions about CV should be located in the new repo.

Thanks to everyone who helped reach clarity about the main goals and
challenges when bringing CV for XR onto the web!
