Declarative XR Language Issue

A new issue (https://github.com/immersive-web/proposals/issues/44) has 
been created in the Immersive Web Proposals Repo to continue the 
discussion started at the Jan F2F unconference session.

The initial discussion participants decided that there was sufficient 
interest in this topic to address it more formally in the Repo. Please 
review the issue (liked above) in the repo and add your comments to it.
