Re: 3d favicons

Dean,

We put out the draft (link below) proposal to get in as many inputs as we
can. Once we get the needed feedback, we can officially push the Draft.
But I am not sure if this is an immersive-web proposal, or more like HTML
specification (still need to figure out the right place).

Please do comment on the issue.
