Please Respond - Spec Working Draft CFCs (Updated)

Hi Everyone,

Lots of things haven't needed changes in a while so it is a good idea to
put out a new Working Draft (WD) for these specs.
Sorry I had to tweak this one. Please reply to the mailing list to let us
know whether you approve or disapprove of it.

If there are any objections we can do each spec on a case by case basis.

Do you agree to putting out a new Working Draft for the following specs?

   - WebXR Core
   - WebXR AR Module
   - WebXR Gamepads
   - WebXR Layers
   - Hand tracking
